Stephen Douglas failed to implement sovereignty because he was not fully supported in most states. There was a case where a slave defended himself as a free slave based on popular sovereignty but was disregarded by the Supreme Court. Other states do not recognize their own Constitution such as Lecompton Constitution in Kansas that allows slavery but was rejected by leaders and people.
