Explain how the system of checks and balances slows down the process of government

I wouldn't say the system of checks an balances slows down the process, but keeps in line. Lets say the US is creating a treatie with Niger, will the president will be the one to negotiate whats in it but the senate checks the presidents power by allowing it or denying it.
