Did Locke believe that unanimous consent is necessary in the formation of goverment

    He did believe it. He was a proponent of direct democracy and claimed that without a unanimous consent of the governed there will always be tyranny because the people will be governed by someone who they do not want. This was part of his theory on the social contract.
