The Great Compromise was a compromise to make sure that states with a small population and states with larger populations have equal power in at least one part of Congress. This compromise was one that took pieces of the Virginia and New Jersey plan. The House of Representatives becomes the part of Congress that is based on a states population. The Senate would ensure that there are two representatives from each state, regardless of population.
