Reduce U. S. military in Germany by 90%, and open a base in Poland that is 10% of the current military strength in Germany.

Kill two birds with one action: 80% net reduction in costs, and reassuring Poland/deterring Russia.

Germany has been paying for its welfare state with U. S. dollars, due to not needing to spend money for its own defense for decades.
