Explain why some people supported President Wilson's graduated income tax and why others opposed it

Some people supported it because they believed that the more money people earn the more they should be taxed and the money could be use for good things and social welfare programs. Those who opposed it believed that the government has no rights to tax in such a way and were more about libertarian beliefs.
