Ingsoc is referring to the English Socialist Party depicted in the novel Nineteen Eighty-Four, written by George Orwell. The word proles is referring to people who were members of the working class. The direct quote from Winston was "Until they become conscious they will never rebel, and until after they have rebelled they cannot become conscious." He was describing what is known as a catch-22 which is a dilemma that has no apparent answer or escape.
