    I believe this statement is false.

    Whereas the first part of the definition is partly true (some people internalize these norms, others, such as criminals, obviously don't), the second part of the definition is incorrect. Some people are motivated by 'sanctions,' rather than self-fulfillment. They are afraid of being punished, which is why they adhere to the rules.
