    The framers gave the power to introduce "money bills" to the house of representatives but not the senate because they believed that the chamber closest to the people should exercise the most authority over taxing and spending.

    According to the framers, power should be distributed not only to the three arms of government, but also to the congress, as the most powerful branch, should be divided into two, with different constituencies, term lengths, functions and sizes for each house.

    They believed that Congress controls appropriations and expenditures, the Constitution provides that, the money bills should originate in the House of Representatives restricting the power of the Senate.
