    If something is declared unconstitutional, it is considered illegal. A law that was passed by Congress or any state in the US can be considered unconstitutional if it violates the rights of American citizens. One action that is not unconstitutional is a tariff. Tariffs are taxes on imported goods. This move, done several times by the federal government, allows for American businesses to benefit. This is due to the fact that tariffs make imported goods more expensive.
