    On March 13, 1865, Confederate President Jefferson Davis signed an act into a law to authorize slaves in the confederate army. The act authorized Davis to request for a quota of additional troops, irrespective of their color (i. e. he could request slave owners to give their slaves over to the Confederate government so that they could be made soldiers), but with the condition that the slaves recruited should not exceed 25% of the able bodied male slave population between 18 and 45.
