    No, the Emancipation Proclamation was a military measure and did not apply to border states like Delaware, Kentucky, etc. that had even remained loyal to the Union. It really did not free any slaves and was more used as a way to unify the country and bring more support for abolition since Lincoln was bound by the Constitution that allowed states to have slavery if they chose.
