Under soviet communism what controlled all property and economic activity

In soviet communism everything was controlled by communism.

That means all properties and economic activities were controlled by state as opposed to present US system where citizen control most of the economic activities and this system is known as capitalism. There was single totalitarian government at that time and there were no competitors.
