What freedom allowed Persia rulers to maintain order over conquered territory?

    The Persian Empire allowed for religious and cultural toleration to maintain order. Keeping the populace happy was key, and instead of forcing a culture onto the conquered lands, they instead allowed them to live like they always have. Just under new management haha.
