What did Mahan mean when he called for the need to look outward

    He meant that it was necessary for the United States to control the seas for both peace times and war times since they would be able to establish world dominance through this. At peace times they could be a first class nation through trading and similar activities, while in war times they could dominate opponents by controlling sea passage.
