Why did the framers spend little time dealing with protecting individual rights?

T here are some of us who have enough time and money that they can spend a lot of time away from home, and work on the business of government. In England, these people would typically be wealthy "Lords". In the US, this is the Senate, and this is why Senators serve Six year terms
