    They are called clemency.

    Presidents have powers to pardon people for past acts and commute sentences. Mr. Obama motivated to exercise clemency power. He said that he believes that the sentences system which was used in the US was used to lock up minor criminals or even minorities for long period of time. He commuted that sentences for ninety-five federal prisoners.
