What is the meaning of the slogan in the beginning of the speech of the need for progress

    At the beggining of "The Need for Progress", Jospesh Stalin uses a slogan. Once broken down, we see that Stalin was saying that the Russians cannot do as the Germans do. He is telling the communist that they do not know productioin techniques.
