    In February 1787, congress endorsed the call for a convention to serve the purpose of drafting amendments to the Articles of Confederation.

    This was because there was something faulty with the Articles of Confederation as they didn't include everything they were supposed to. This is why there had to be another convention where these articles would be modified.
