The governor of Georgia can institute price controls in cases when there's a state of emergency. It is done to protect people from manufacturers who would like to exploit their problems. An example would be if you make fire extinguishers, and a massive fire breaks out, and you increase the price on fire extinguishers because everyone needs them. The governor intervenes then to stop you.
