According to the Preamble to the Constitution, what is one purpose of government?

    The preamble to the constitution is not long, here it is:

    "We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America."

    The following phrases are relevant for us:

    insure domestic Tranquility,

    - this can be understood as keeping the domestic peace - and I would say that this is the best answer

    provide for the common defense,

    - I would interpret this as protecting the citizens from foreign invadors

    promote the general Welfare - this corresponds to answer B - B. To ensure that citizens are happy and wealthy.

    So actually, options B, C and D are correct. (but C is the strongest one, in my opinion)
