By the use of rhetoric or persuasive language, Bobby Kennedy appeals to the American people, firstly to the black people to not seek revenge and violence against white people, but rather extend compassion and understanding and a desire to live together to both black and white people. As for parallelism, in the same vein, he says that what we don't need is division, violence, and hatred but love and compassion so that he is contrasting the two by developing them both with their consequences in a parallel fashion.
