    The 2013 Senate rule change allowed the debate on judges other than the supreme court justices to be cut off by 60 votes out of 100. The U. S Senate applied an obstructive tactic to prevent a measure from being brought to vote. The Senate rules permitted the Senators or a Senator, to speak as long as they wished on a topic of their choice. The Senate is also able to cut off debate on executive and judicial branch nominees.
