Why did political parties develop during Washington's administration despite his opposition to them?

The men not chosen to be president wanted to line up support for the next election.

This was the only way to keep the British out of the United States.

There was a clear difference of opinion about federal and state power.

Plantation owners felt their interests would not be protected without them.
