World War I began in July of 1914 and Woodrow Wilson was trying to keep the United States out of it. They were neutral and didn't want to get involved. However, when the Zimmerman telegram was discovered and decoded, things began to change.

In January 1917 German foreign secretary Arthur Zimmerman wrote a message to the German ambassador to Mexico, Heinrich von Eckardt. This message was encrypted using a secret code. British code breakers got their hands on this message and got to work trying to figure out what was being sent. Zimmerman's telegram told Von Eckardt that if the U. S. entered the war with the Allies, that he was to make an offer to Mexico's president. The Germans were offering a secret partnership, providing military resources and money. Mexico would be free to take control of Texas, New Mexico, and Arizona. In return, Mexico would side with Germany and the Central Powers by attacking the U. S.

After learning this information, many Americans still wanted to stay out of the war. However, the Zimmermann telegram along with German submarine warfare pushing America into a corner, U. S. citizens saw reason to enter the war. President Wilson took action and declared war on Germany in April of 1917.

The best answer choice would be: US public opinion swaying to join WWI against Germany because of Germany’s proposal to Mexico to join Germany in war against US.
