How did semi democratic governments emerge in some of the greek city-states?

Some of the citizens (Solon would be a good example) were able to break the hold of the aristocracy in Athena, and set up a more democratic system than was in place. He was able to expand access to the Assembly to all citizens and gave more of those citizens the ability to become members.
