The correct answer here is the option C.

Both the communist and the fascist regimes maintained power through the use of fear and indoctrination. Those opposed to the governments would usually disappear and the terror to some degree kept people in check. The use of propaganda was high and very effective in portraying the regimes as heroic and for the people even with all the evidence to the contrary.
