Why is it better that the president rather than congress control the nation's military and foreign policy?

Nothing will ever get done because of the large disagreement between the members in congress. Voting will take longer and most likely the military will not respond in time. A president can act quickly and faster than congress also it needs to keep congress's power of declaring war in check.
