If the government under the Articles of Confederation was so ineffective, why were there no changes made to improve it?

    No changes were made to the Articles of Confederation because it took a unanimous vote to change the Articles of Confederation.

    According to the Articles of Confederation, all 13 states must agree on any new amendment added to this constitution. This made changing the Articles of Confederation extremely difficult, as there was no one issue that all states could agree on. Along with this, state representatives were not forced to vote on national matters. This is because the federal government had almost no power under this constitution.
