What justification might germany have used to attack both merchant ships and neutral vessels?

    Total War--WWI was a total war in which all means of war were employed.

    Germany saw even neutral ships as a means to bring supplies into their enemy's countries. Therefore, they used unrestricted submarine warfare to take down ships moving in and out of Great Britain causing many US ships to be destroyed in an attempt at neutral trade.
