What is the purpose of Unions? In conflicts between labor and management, whose side did the federal government usually take?

    When people stand as a group, then they can use that as a bargaining chip to have their voice heard. Particular early on federal government usually takes the business side. Unions were considered foreign, and even communistic ideas.
