What are two considerations for the federal system of America according to Madison in Federalist paper #51?

One consideration is that the government should not only guard the people from tyranny of the rulers, but also protects one society from another society that would try to oppress it. The other consideration is that the government should be split into branches to prevent usurpation of the government and tyrannical governments.
