It is used in foreign policy, international politics, military strategy and labour relations. It can include high stakes litigation and threat of nuclear weapons. US followed this policy during the cold war.

This term is associated with the John Dulles, he was secretary of state during Eisenhower administration 1953-1956. He tried to deter Soviet aggression by threatening the Soviet Union of massive retaliation.
