The border states were Delaware, Kentucky, Maryland, and Missouri. West Virginia became a border state as well. The first proclamation exempted the border states with slaves by saying emancipation was only to be applied for rebel states.

1. The border states were Delaware, Kentucky, Maryland, and Missouri. West Virginia broke away from Virginia during the Civil War to become a border state as well. They were considered the border between the North and South in the antebellum and Civil War periods. There was a sharp divide in public opinion in Maryland, Kentucky, and Missouri so it was unclear if they would side with the Union or join the confederacy. These states had cultural ties with the South, but also a large part of their population supported the Union. The issue of slavery factored in because the border states were slave states (although Delaware had a very small number of slaves) but they were part of the Union.

2. The key differences between the proclamations of 1862 and 1863 are that the preliminary September 1862 version exempted the border states and set a date in the future (100 days) in rebel states for the freeing of the slaves. In this logic if the rebel states wanted to keep their slaves they would have to rejoin the Union and to be like the border states that were still allowed to hold slaves. On January 1, 1863, Lincoln issued the final Emancipation Proclamation, which declared all slaves to be free in states that were still in rebellion. The final proclamation also directly addressed the freedman and former slaves as it expressed plans to recruit black soldiers and establish black military units among the Union forces.
