    The first plan was the attack of the barbarian nations instead of payment of bribes, as it has been earlier, before his term.

    Explanation:

    President Jefferson was not prepared to pay tribute each and every time American ships passed through their territory. Instead of President Jefferson paying tribute to meet the raised demands of the Pasha of Tripoli, he declared war and sent warships to Tripoli.

    He tried a coup to remove the Pasha but failed. This was in a bid to protect the American merchant ships. This resulted in a negotiation that saw him the government pay the last tribute to Tripoli.
