    Congress created the courts of appeals.

    Explanation:

    Congress in the judiciary act of 1891 also known as Evarts act, formed nine courts of appeal one for each judicial intermediate courts of USA also known as circuit at that time. It was discovered by William M. Evarts.

    The act also created another position of judges in the circuit. Appeals from court were being held by three judges. After the act there were 9 courts and now there a total of 12 courts who listen to the appeals.
