    Explanation:

    He felt unsure because he didn't know what the Constitution was going to effect. He had to make she it put a good cause on everything and not just specific people in the United States. Being the President he had to think about how this would also effect him in a way or would someone assassinate him because they didn't agree to the Constitution.
