1. The wheel isn't developed because no tamed large animals existed that would make carts and wheeled vehicles useful.

2. The caste system was created for social order to distinguish people by roles and social classes. This was also based upon race, such as Aryan or Davidian. People were born into castes, and the castes provided rules on how to conduct their lives.
