    B. the style of dress most often worn by Queen Victoria at court.

    Explanation:

Unless Queen Victoria used to send some political messages by wearing a dress or if by doing so she wanted to influence the British economy, an economic historian has no reason to research about that.

    B.

The population of England could easily fluctuate the economy due to a change of people and consumers.

The amount of products consumed by Americans can obviously affect the economy. If they consumer more, the economy thrives. If they consume little, the economy could drop.

The demands of labor is simple too. If there is a greater demand for labor, the economy will most likely thrive due to the ability to make more products and offer a more excelling supply and demand cycle.
