    The United States withdrew from World War II, gaining the status of a world superpower, with clear claims to leadership of the world. At the same time, the country retained a wide range of old problems that significantly impeded the realization of these intentions. The most serious of these was racial discrimination, which had long been part of the American way of life.

    Hundreds of thousands of blacks fought in the ranks of the armed forces, millions worked in military enterprises. This increased their self-esteem, and they began to demand justice. The increased claims of black Americans aroused great discontent among the white "masters of life," who considered them as "impudence." In the early postwar years, a wave of racially motivated crimes swept through.

    Truman took an important step. He issued two executive orders. Orders proclaimed the equality of military personnel regardless of race, color, religion or nationality. To control and over the implementation of these orders, appropriate structures were created with broad rights, including the right to appeal to the president and heads of federal bodies. For the first time, black Americans received a number of important government posts, the president reacted sharply to manifestations of racism.
