Answer: collective psychology. Hitler came from lower strata of Austrian society, poor family, he felt excluded. Hitler was a soldier in the First world war. He knew very well psychology of ordinary people. Free-floating evil usually does not exist for a very long time. People need to make someone responsible (for the lost war, for very high reparation, for economic crisis, for poverty). Hitler offered an easy answer: Jews (in the first place) and (internationally) France (he called France eternal enemy). His tactics: antisemitism.

Explanation: Hitler was not very different from other right-wing politicians ... in his anti-semitism It is not correct to call him conservative. Conservatives did not like him, but were willing to collaborate and negotiate with him. In contrast to them Hitler was much more radical and was able to do things they were not (for ex. "final solution", holocaust).
