Tax collection, law enforcement, and trade between the states.

    Here is why:

The nation's leaders met in 1787 to fix the Articles of Confederation, but instead just ended up making the United States Constitution.

The Articles of Confederation was the first constitution for the United States, although it may have done some good, it was actually very weak. The Articles of Confederation gave the federal government little to no power, so they could not tax the states without directly asking for the money, could not properly enforce laws, and could not regulate trade. As this went on for longer, people started to realize they needed to give more power to the federal government.

Anti-Federalists were the ones who did not want a new constitution for the United States. They believed that the states should handle matters and giving too much power to the federal government was dangerous. This may have stemmed from the fact that Great Britain had taken advantage of them years before, with unfair laws and "taxation without representation", so they were scared history would repeat itself if too much power got into the federal government's hands.

Federalists, on the other hand, believed that the Articles of Confederation was too weak and was not good for the United States. They thought the federal government should hold power but not be too powerful, but enough to enforce certain things upon citizens. Federalists were the ones who lead to the creation of the United States Constitution.

Although the meeting in 1787 was just to adjust the Articles of Confederation, they ended up creating a whole new constitution. This constitution, known today as the United States Constitution, gives power to the federal government but can not take away citizens rights.
