    It was the French foreign secretary, Cardinal Richelieu, or Armand-Jean du Plessis, duc de Richelieu. He is known to be the inventor of the notion of state reason or raison d'état. Though a Catholic high prelate, he was a skilfull and shrewd statesman who advanced the interests of France above all. He allied with Protestant princes in Germany to fight against the domination of the powerful house of Habsburgs in the Thirty Years War.
