If the Union has not issued a general rule on the matter, the State exercises this full legislative competence until a general rule of the union arises that will suspend the effectiveness of the state rule in what concerns contrary to it.

    The Municipality is also competent to legislate on matters of local interest, and like all other entities, it has the power of self-regulation as a result of its autonomy.

    Therefore, it is not because a law emanates from the National Congress that it will have supremacy over a municipal law, that is, it is a matter of constitutional competence and not of hierarchy.
