I'm not sure if this is correct, but the words used to describe the Statue of Liberty contribute to the tone of the poem by making it more formal, ancient, historical, meaningful, and relevant.

The author describes the statue as a "tall woman" and "dreams of forests and meadows" to give a set tone of whismic and pride. In addition, the speaker also mentions that from where their descendants had came there was no such statue, and making it hear in the United States give them a sense of honor and pride as well, as they set off into new lands.
