    Easily corrupted, hard to gather everyone's opinion

    Explanation:

    Imagine gathering every single person in the united states and having them vote before we did anything. It's extremely ineffective, slow, and hard to control. Additionally, if their was a mass panic the people could be corrupted and forced into doing something bad (such as declaring war without rationally thinking)
