    the Soviet Union

    Explanation:

Where it all started was Soviet Union, and US policy of containment was put in place to "contain" communisium within Soviet itself and prevent it from spreading to nearby region. US had always hated communism so this should not be a surprise and US worried that if communism could not be contained, then countries would fall to it one by one, like dominoes.
