    B) absentee voting

    Explanation:

Normally polling stations are allocated to the voters to come and cast their vote. Absentee voters are those who are unable to come to the polling station in order to caste their votes. So in order to facilitate them the concept of absentee voting was introduced. Once they filled the vote then it must have to be sent to the local election office by mail. Here one can interfere with the voter identification laws as no one knows that the citizen is actually voting or not as his physical presence is disregarded. Any one can secretly file the ballot by taking the place of others.
