Resolution and Bills are the same as each other that differs based on two factors: approval by whom (houses, president) and scenario (when, why and how) it is getting proposed.

    Explanation:

Bills are the legislative drafts that deal with domestic and international problems. Also, bills from both houses are introduced and stated in the legislative. And the accepted bills are passed into action.

Resolution is based on three types: joint, concurrent and simple. Joint - It is the same as the bill but requires President Signature and both houses approval. Also, they are mostly used in the time of emergency situations. Concurrent.

It also the same as the joint resolution but no President's approval is needed. It is mainly used to make rules that can be applied to the both houses. Simple - it is also the same as a bill but it requires approval from neither president nor from the houses. It is used at the time to pay condolences to a family of congress members who deceased.
