    This statement best describes his view about human nature. Thomas Hobbes (1588 - 1679) described his theory of the foundations of states and legitimate authorities in the book Leviathan.

    Hobbes declared that due the cruel and bad nature, the human society needs a strong leader (central authority) who can restrict the war and disputes.
